This is actually a genuine sign in Longyearbyen and Ny-Ålesund, Svalbard (Spitzbergen), the arctic archipelago at 78 deg north.
The undersign reads "Applicable to the whole Svalbard".
(Been working there, and have seen several polar bears in their natural habitat).
