Not necessarily. If you're looking for trade publication, you need to understand the expectations for the genre that you're writing in.
You need to know, for instance, that no agent or publisher will take on your 50,000 word fantasy novel, even though it's a finished story. It's never going to happen, because it's too short for them. However, if it were YA fantasy, or middle-grade fantasy, 50,000 might be perfectly fine.
If you're self-publishing, it doesn't matter as much, but if you're looking to go mainstream, it's a good idea to know what your target is.
