There's a little [karma] button below the users' information beside each post. You can give karma whenever you like. Most people give it when someone is helpful, posts a well thought out argument or discussion, or makes them laugh.

Large amounts of karma do not necessarily equate to large amounts of useful posts. You can give karma proportional to how much you post, how long you've been around, and how much karma you have recieved.
