That should certainly be the case, and work fine for text based ebooks, like
the novel mentioned. I am somewhat surprised that anyone would expend
the effort to scan a book that is already available in electronic format.

The PDF format has many advantages for -complex- document creation,
with interactive features - not what works best for simple text novels.

With less than the effort to scan a large novel, you should be able to fine
tune the OCR process so that you are able to create text files with only a
few, easily corrected errors.

After spending the time and effort to do the scanning, the OCR and quality
control process should be a minor part of the overall process. Many
misscanned words would be caught by a spellchecker, for example.
