Tags are updated in the ePub upon export using:
Save to disk
Send to device
Content Server
and the tags in calibre's internal copy are only updated via conversion.
There is a
Modify ePub Plugin that is being developed that in its
current state should update the metadata of calibre's internal epub without doing a conversion.
Update: I see you said jacket, the plugin will allow you to remove a jacket, then you can use it to insert a fresh jacket. Two step process I believe.
