Now, I'll see what exactly it says when I try to Safely Remove Hardware.

Right away, I got the window that says: "Select the Device you want to unplug or eject, and then click Stop. When Windows notifies you that it is safe to do so, unplug the device from your computer."

I click Stop.

I get a new window that is titled: Stop a Hardware Device
The message underneath says:
Windows will attempt to stop the following devices. After the devices are stopped they may be removed safely.

There are three options listed (I'm sure I've tried clicking on each of them in the past):
USB Mass Storage Device
Generic Volume F
Kobo eReader USB Device

This time I clicked "Kobo eReader USB Device"

And got the message:
The title of the message (in the blue band at the top of the error message - sorry, I don't know the terminology):
Problem Ejecting USB Mass Storage Device

And the main part of the error message:
The device 'USB Mass Storage Device' cannot be stopped because a program is still accessing it.

Then there is the OK button. I hit OK.

I just tried the other two options (USB Mass Storage Device and Generic Volume F) and got the same message.

I do still have the Kobo Desktop open, so I will close that and try again (in case it's trying to access it).

Again, I tried all three, and got the same message every time. As far as I can tell, nothing should be accessing it. The only thing I currently have open at this time is this Firefox window so I can document exactly what's happening.

Is it helpful to know I am using Windows XP?
I'm going to sleep, so I'll have to check in again tomorrow (or Wednesday).
Thanks again.
