Here is my latest guess on Overdrive eBooks.

I am guessing that once Overdrive implements Kindle eBooks, that is when they are going to also implement pick your own format. So all of these PDF, Mobipocket, & ePub eBooks that libraries have will be merged into a single listing and so if a library has say 1 PDF, 1 Mobipocket & 2 ePub, they will then have 4 copies in any available format. This will be better for all involved as we can then pick what format we want if it is available. And Kindle users will be able to pick Kindle format if it's available. So that would give us a possible choice of ePub, PDF, Mobipocket, and AZW. If this is true, then it's may help a lot with wait times. as instead (using the previous example) of dealing with just the 2 ePub copies, we'd get to use all 4 and 4 copies gives a lesser wait time then just 2.
