Truancy laws enforce attendance but nobody can enforce attention. Parental habits and involvement matter a *lot*.

There simply is a lot more to getting an education than attendance and coursework.

The most worrying trend in the modern US is that the most literate and educated parents work, personally, the hardest to ensure their children make the most of the available resources, free or not, and the... rest... leave it to outside forces.
