It is not just the OS. What about FOTA? A firmware update is upwards of 100Mb, needs to be stored somewhere before it can be processed. Plus databases for your books, with read page, bookmarks, annotations... all that takes space, and you have to leave a generous margin for future expansion. Plus whatever else is stored in there, like your account details and whatnot.
