I believe you are looking to solve the problem the wrong way (if problem there is).
  1. I think most e-ereaders can deal with searchable PDF quite well, even with diagram, if you do not try to reflow them.
  2. As I mentioned, you can have PDF that are image-based and that are searchable (+ highlightable) if you check the right option for making the OCR.
However, if someone who already owns an e-reader could confirm my first assertion, it would be safer.
