If you have access to Adobe Acrobat (Pro) or similar software, then you have the possibility to process your image-based PDFs with an OCR text recognition in order to retrieve a text layer that is both searchable and "highlightable".
Note that I would advise you to select the option "Searchable image" for the PDF output style. The option "Formated text & graphics" usually alters too much the layout.

Again, if you have access to Adobe Acrobat or similar, then you should be able to optimize the size of your PDFs. You can even make scanned documents look better.
I got a 50 Mo PDF from one of 500 Mo... Without much loss of quality... but that was a time- & ressource-intensive task for my computer.
