Ubuntu's official policy is the version of an application that a particular version of Ubuntu ships with is the version the application stays at. They rarely do version bumps and instead recommended using a PPA for newer versions.

That said Ubuntu, to my knowledge, has never shipped a fully working package of calibre. Other distros can get it right but Ubuntu doesn't care.
