I don't think we're talking past each other. The school is making a decision about what is 'age appropriate', including what is age appropriate to carry in the school library. It's not the same as a public library banning a book, or a government trying to censor a book. The school is, actually, leaving the decision up to the parent. If the parent thinks their child should read that book, the school will allow the child to "select those books for classwork as long as they have signed parent permission".

I agree with you that it's counter-productive and stupid, but as Elfwreck said:
