I've read such reports as well. But so far, nothing has happened. I've bought about 500 eBooks from Amazon over the last 2 years, about 80% via the US account, a few via the UK account and the rest via the German account.
I've received emails twice from Amazon: "You've bought outside your region, Did you move?". I told them, I'm on a longterm business trip and everything was fine. Would they insist, I'd switch to my German account permanently. It's a bit more expensive on average and some titles may not be available. In the worst case, I might open another US account then. But still with my German credit card.
They easily could eliminate this of course, by insisting on the billing address being identical with the account's region. But is this really in their interest? I guess, they only do what the publishers expect and else they're fine to take anybody elses money...
