I don't know if they'd let non-US residents apply - but I can't think of why they wouldn't. Wouldn't hurt to try/ask if you're not a US resident.

Anyway. Give them a try. As of this post, they've got 824 ePubs, 1892 PDFs and 269 mobi e-books.

When I tried this link, it bounces for me. And when I go directly to their library card eligibility page, it says:

Lives or owns property in Fairfax County, the City of Fairfax, or the Towns of Herndon or Vienna
It doesn't say anything about a guest/out-of-state card, with or without fee.

Does anyone know if they've changed their policy?
