No. One part of the DMCA clearly intends that you can guy a .mobi (or whatever they call it) file from Amazon, strip off the encryption, and convert it to an .epub to view on your Sony or nook or whatever. (Another part of the DMCA prohibts, more or less, producing or distributing - though not possessing - the tools necessary to do this. And the courts have not yet resolved this conflict.)
