PB 360 rotate in picture viewer?

I have daily strips from a newspaper comic in jpg format. I can open these, but I'd like to rotate them to view them in the landscape orientation. If they're opened in portrait orientation, the strips are too small. I'd expect they'd be resized and shone more readably in the landscape orientation.

But the picture viewer doesn't seem to want to do this. Am I doing something wrong or is this a limitation of the picture viewer?

Also, the zoom option is greyed out for some reason.

FW 15.0.
(I'm a little wary of upgrading to the latest, having had freeze problems in the past. But if it will solve this, I might.)
