Of course it will draw less on virtually no load. W=V x A still applies so the max watts you will get for a 15A supply is 150. You are also talking from a US perspective whereas I am seeing it from a European view point. I have vet to see a 2CV with anything larger than a 60A alternator, or a small Fiat for that matter (the one I had was fitted with a 50A alternator).

I agree there are smaller inverters that would be more practical for use with low powered devices that can be powered from the lighter socket but doesn't that make such an inverter rather redundant when you can get a charger that plugs directly into the lighter socket for a few pounds, euro or dollars?
