Can you ensure that no combination of various devices in various seats will causee NO issues EVER?

No, one ereader is not going to cause a problem. Or one laptop. But when you have 100 - 500 people on board, with a various collection of devices, there is only way to ensure that nothing bad will happen. And that is if they are all off, they can't cause issues.

So easy answer, turn them off.
