The only differences were the venues and the number of people invited. I guess the majority of them were held at home. There was this show on MTV a while ago, "My sweet 16" or something like that about girls from filthy rich families organising huge parties ...
Here in Belgium we usually give a big party when we reach 18, because that's when you're considered an adult (by the law anyways), and when you can start driving a car, buying booze, ... At least, I gave a big party when I turned 18, and most of my friends did too. I reckon it hasn't changed that much in the last 6 years.
