You don't need to use a VPN to use the Kindle app with a different country store, all they care about is how the account you are logging on as is defined. I have a US account and a UK, and can switch back and forth. You keep access to any books currently installed on the device, but only the current account's archive.
If you don't have a US credit card, you can use a virtual one that will pass an address check. You can also use your non-US amazon account to buy a USD gift certificate and send it to your US amazon account to cash in.
