Cell phones are not allowed at amny time due to FCC (NOT FAA) rules. Cell service is only licensed as a terrestrial (surface) service. Not airborne.
And many airlines specifically state to turn of "Kindles (sic)." So using your ebook could get you a Federal offense for failure to complay with flight crew instructions.

Kindles, I can understand. They have wireless capability. But a simple e-ink ereader without any features!?!?! (such as my Mini).
