Idiot pilot. The FAA says that is up to the OPERATOR to determine what is safe and not safe to operate onboard. The operator in this case is the AIRLINE.

Cell phones are not allowed at amny time due to FCC (NOT FAA) rules. Cell service is only licensed as a terrestrial (surface) service. Not airborne.

And many airlines specifically state to turn of "Kindles (sic)." So using your ebook could get you a Federal offense for failure to complay with flight crew instructions.
