Can I use US Kindle account outside of US with Kindle for iPAD?

I am located in Canada. I read some threads here and found that Amazon.com has more books in the US than anywhere else, and that they check IPs and block downloading US books to non-US-account-registered Kindles. Does this apply to Kindle for iPAD as well?

How does it work? Can I open a US account using my brother's address and use my canadian credit card and buy US books using my computer behind VPN block or something and use that account with Kindle for iPAD? That way, can I use US Kindle books in Canada?

Any solution will be greatly appreciated.
