It extrapolates from a dollar figure presumed to be the amount of net loss to piracy but it doesn't state where that figure came from. It's just "IF piracy was responsible for $6billion in lost sales per second, this is how much tax revenue governments would lose out on and how many jobs would be lost." Looks to me like it was written specifically to make uneducated government types think SOMETHING MUST BE DONE!!!!!!!
It's pointless speculating on secondary losses until you have a true figure to start from. Otherwise at best it's guesswork. For torrented ebooks you don't even have any way of knowing how many of them will be read, never mind not purchased.
