At this point, the Kobo Touch does not support European languages, it's English only. They won't sell it in Europe until their multi-language firmware is ready (which may be version 2.0 and upwards), and what other factors there certainly are as well. I think they use 1.9.x to iron out bugs and quirks that are basically language-independent, and will move over to 2.x for multi-language.
