This is a step back from previous efforts, which were for laws mandating this sort of thing. Such laws have consistently failed to pass in the US.
This is:
1) Entirely voluntary.
2) Consists, at this point at least, entirely of ISPs who are either owned by, or own, media companies.
3) Includes weasel wording in the press releases that will let them back away if it costs them too much business.
No ISP that isn't deeply connected to big media companies has any incentive to participate. Quite the contrary. As customers of these ISPs find their service sucks even more than it did before, they will switch to independant providers that much more.
