You can certainly buy ePub books that play on any reader or device that supports ePub which excludes the Kindle primarily. Most everything else can use ePub just fine. DRM applied to ePub will limit your choices a bit more. Most devices can use Adobe DRM just fine, including library book checkout but a few cannot. Other forms of DRM have even less support. Some DRM schemes have been cracked but this may be illegal.
