They were short stories rather than novels, but I've always thought Chesterton's Father Brown mysteries were the best crime-mysteries of the century. He also had a novel called The Man Who Was Thursday that was a very good crime-mystery novel, but it was also very much a fantasy, so I wouldn't think of it being in the same category really.
