A couple of days ago I ordered myself a refurbished 4th generation, 32 gig iPod Touch to replace my 2nd generation (the one my toddler decided to give a bath). I just bought a refurbished 3rd generation (I really don't like the iPod camera and the retina display is great but I'll wait for the 5th in case the camera improves).
The only rumour I've heard is the Home button will now be a touch control. Makes sense. I too got the impression they're just trying to promote the App Store. That said, I never even glanced at the App store before I got an iPod Touch soooo chicken before the egg?
