Yes, if the pre-order is going to become available during the period you've set for yourself as a 'no-buy' period.
Personally, I'm not counting subscription purchases. For example, I do have one new ebook added to my TBR list this month — the latest Grantville Gazette. I bought a subscription to the next few issues back in May.
