Whereas you don't seem to understand that the same iOS app can have different UIs for the iPhone and iPad, without requiring a separate version? Anything with a + after the name in the iTunes store is a combined iPhone/iPad app.
Yes there are some iPhone apps which display in a small window on the iPad, just as there are some Android apps that display in a small window on my NC. And there are iPhone apps which make full use of the screen, just as there are Android apps that do the same. The difference is that with the iOS app you can tell this in advance.
