When a neighbor is going to do something that may affect the 'serenity' of the area, he/she goes around door-to-door the day before apologizing for it, usually offering a small wrapped gift (perhaps a dish towel or a small package of laundry soap) to compensate. It's still a bother to be woken up, but at least it lets you know that the neighbors feel badly about it.

Same thing is done when someone moves into a new apartment or new house. Just the opposite of the 'Welcome Wagon!'
