The rest in my opinion is a lack of taste. They have no idea how to dress up properly. They put on what they know is fashionable, regardless how ridiculous they look. The only thing that can help these legs are a lifetime of exercise instead of a lifetime of McDonald.

Yes, those are all leggings. OK, I stand corrected. Everyone within a normal weight range (or slightly overweight, I've seen women pull it off!) can wear a legging. The most important rule with leggings: they are NOT pants, and should not be worn as pants. Your dress/tunic/... should at least cover your bum, and personally I think a dress at mid-tigh is minimum length for leggings.
I don't have legs like those women in the first picture (they are not legs, but sticks
), but I still feel comfortable in leggings.
