You have to tell Calibre what code page to use for the input file otherwise it wil not know how to handle accented characters. If you do not specify one explicitly then Calibre will try and guess, but is quite likely to get it wrong. I am not sure what code page will be correct for your particular file, but it is likely to be something like cp1250.
