I just tried a MSWord (ancient version) RTF to EPUB conversion myself in Calibre v8.7. It works fine for me. I use 'Heading 2' and //h:h2, but I don't think that should matter.
I see you've managed to get the result you want in Sigil. If you're happy with that, all well and good. If you want to try to get to the bottom of your RTF problem then if you want to post a small sample of your RTF here (be careful about copyright) I would be happy to have a better look.
Something you could try for yourself is to save the RTF as webpage-filtered from Word. Then open the HTML file in a text editor and look for the chapter headings you believe you styled as Heading 1. What does the html look like? If you applied the style correctly they should look something like
