You're right! Sorry....

OK... step by step.

1. Go to http://eResources.nlb.gov.sg
2. Click "Log In"
3. Beneath the login windows is a blue banner that reads
"Log in using NLB Digital Account" Click on that.
4. On the screen this brings up, there is text to the right of the login window.
Look for:
"Not a NLB Digital Account Member ?
Register for an Account now" Click on 'Register'
This will bring up another window with places for you to fill in your information.
It says that it takes 3 minutes to complete the process but it's not true. It's less than one minute...
