It depends on the disability, of course. Kobo would be of no use to blind people. Accessible design is pretty much baked into standards for webdesign at this point and with the right software and hardware, accessibility issues are getting much better. A number of years ago, I used to build accessible websites for government funded programs--back then it was a specialty area. Now accessibility is an expectation.
