Amazon's program will begin by the end of the year. I've heard vague rumors that it could begin as early as September but that's highly speculative. Kindle won't use ADE. You will first choose your local library from the Overdrive website. After choosing a book, you will request Kindle format. The book will be delivered wirelessly from Amazon.

Edit: The library lending program will be limited to the US although this may be expanded later.
