Unless OverDrive offers support for implementing their trace-DRM, I can't imagine they could go through OD as a provider. Maybe OD already does this, I don't know, but I thought OD only supported No-DRM and Adobe-DRM.
The Pottermore people are also on record, IIUC, as saying that "all devices" can read ePub. It may be safe to say that they don't know yet what they're doing / going to be doing. No shame in that -- they have until October, after all.
