Yup, that's been in the URL syntax since day one. See
http://www.ietf.org/rfc/rfc1738.txt for the specifications, section 3.1 explains the username and password.
Some browsers don't let you do it for security reasons. I think IE took it out a few versions ago. But it can be quite handy.
