It's perfectly reasonable to sell something in NON-ENCRYPTED lit format. isn't it? After all, you can make your own, the creation software is free, and you (as the publisher) are not required to use the encryption. Now, if the books are *supposed* to be encrypted, then that's a different thing, but Baen legally sells books in lit format.
