I think it depends on the individual reader. Some people do read things right away, while others buy a book and set it aside for reading later. Maybe when they bought a given book it was on sale or at a reduced price due to being a pre-release copy whose price would go up later. Or they already were reading another book and want to finish that one before they start the next. Some people probably buy books in advance of a vacation trip or to have something to read on that next business trip as well and don't want to read it before then so they will have something new to read at that time. And there are those who are lazy about writing reviews.
