You mean tea dust that is not good enough to be sold by the folks who really know tea?

The tea that goes into the Tetly, PG Tips, Lipton, Celestial Seasons, ect is the tea that has not been deemed good enough for the people who sell loose leaf tea. It is tea but it is not the tea deemed to be the best or good enough by the rest of the tea market.

The best way to understand the difference is take a tea leaf from loose leaf and see what happens when it is exposed to hot water. The tea leaf expands and grows and you can see the oils in the tea. You will not get that same effect with the mass produced tea bags.

They are tea but there is much better tea out there. There is a world of difference in the taste and probably in the health benefits.
