I wouldn't view it as a cliffhanger, but rather as an open-ended ending. To me cliffhangers are normally the endings used in a novel that's part of a series leaving you in absolute frustration to get your hands on the next one to see how things turn out.
Open-ended endings would be open to the interpretation of the reader. You can take it to mean something, and somebody else might think it means something else. There's no definite conclusion.
