I do think the rep that sent me a written response was correct (vs one told over the phone) -- it looked like the typical cut/paste from their "answers to customer issues" emails, including that every customer should receive every offer, without qualification. However, that doesn't mean that some don't get skipped if they don't have wifi on at night (seems download batches typically are sent during slow times on their server or are triggered by a midnight job).
One interesting observation - my screensaver is changing itself at night, when new offer is triggered, as the one it went to bed on is different in the morning when I take it off the shelf
