Yep, light is bent or refracted as it passes through a given medium, which in this case would be droplets of water in the atmosphere and some of it's bent just the right way for us to see some of the rays with a bluish color. It's the same as light going through a prism. We see light that approaches our eye at a given angle and it happens to be the part of the spectrum that matches the blue part (been awhile since I reviewed my basic science. lol.).
