My own non-scientific observations in chatting with many non-native English speakers around the world:

English [American version or otherwise] is one of the easiest languages to learn in terms of being able to speak colloquially. Simply consume a steady diet of movies, TV shows, newscasts, etc for a few months - motivated and reasonably bright folks will be chattering away in conversational English in no time at all.

Now, writing English? That is a whole other ball of wax.
