The author isn't hurting in this series (or it would not be 12 deep at a standard publisher). With a long backlist finally hitting, it may have been a part of their strategic plan to boost it in the listings by increasing pre-order sales by a certain percentage (even now, the prices are well below the $17.99 list price I saw stuffed into one of them, when grabbing them free).
The boost in ratings will no doubt more than make up for giving away promotional copies just to the Kindlers that keep up with such things.
Since these are priced by the publisher, there is likely a chance the author won't get paid for those promotional copies (as they would have, under the old model, which the non-agency companies still use).
