Perhaps it was a mistake to use as the first quote something not in the IMDB database? And for the second quote to use the actual film dialog instead of the hashed up version at IMSB? There is a lesson there, something like:
Ransom Stoddard: “You're not going to use the story, Mr. Scott?”
Maxwell Scott: “No, sir. This is the West, sir. When the legend becomes fact, print the legend.”
That's a quote from an entirely different film, and yes it's from the IMDB database. Just Google it if you have to.

Well the second criteria is pretty subjective, no? I'd include Local Hero, but not Real Genius. I'd never heard of that.
As far as the first criteria, a quick but not exhaustive survey of the movies offered in this thread reveals Mephisto is one of the few that actually won an Academy Award.
